– Washington and Beijing were described as competing for advantage and international partners in lunar development, while an emerging arms race could threaten the growth of satellite constellations and space stations.

– A key question was who would lead space traffic management as the satellite population grows and collision risk increases.

– The U.S. lunar program was building international support through the Artemis Accords, while China and Russia were seeking partners for a lunar research station.

– The article argued that 2022 could be important for developing agreed norms of responsible behavior between leading space powers.

– On Christmas Eve, the U.N. General Assembly adopted a resolution on reducing space threats through norms, rules and principles of responsible behaviour.

– Existing multilateral mechanisms include U.N. Space Debris Mitigation Guidelines, but destructive anti-satellite testing continued despite those efforts.
