China’s pLEO Broadband Internet Ambitions

China continued building the institutional and industrial base for a roughly 13,000-satellite national broadband constellation.

12 Jan 2022: China Satellite Network Group Co. Ltd. established two new firms to help construct a satellite-internet industry system in Chongqing. The effort was part of China’s plan for a roughly 13,000-satellite China SatNet or “national network” constellation. Source.

– China’s satellite-internet project aims to fill terrestrial coverage gaps, serve rural areas and compete with Western constellations.

– ITU filings in 2020 indicated plans for just under 13,000 LEO communications satellites.

– Satellite internet was added to China’s list of “new infrastructures” in Apr 2020, encouraging local and provincial policies supporting space-sector clusters.

– Earlier Hongyan and Hongyun concepts appeared to have been superseded by China SatNet.

– Galaxy Space was preparing six LEO communications satellites for launch, while HiStarlink was developing laser inter-satellite links and claimed products capable of up to 40 Gbps.

Laser inter-satellite links were identified as critical enablers for any proliferated LEO constellation.
